Almost all business operating costs are rising. The CAT D COE was also bounded largely on the high side between S$11,000 to $12,000 in 1st Quarter 2023. Are all these related to the current rising interest rates? Was the bidding process adjustments by LTA on the CAT D COE as announced on 14-Mar-2022 sufficient?

Back then, the bid deposit for CAT D COE was raised from $200 to $800, and the TCOE validity was reduced from 6 months to 3 months.
